After World War II, the US government and local officials blame the Island’s persisting poverty on “overpopulation” and fashion population control policies that include the sterilization of Puerto Rican women, and the mass exodus of the working poor. Migration is used as an economic development tool to transition the economy from an agricultural to an industrial one dominated by US capital. The government of Puerto Rico plays an active role in promoting and managing migration out of the Island. |
